The USPS has submitted two sets of proposed July 2025 prices for approval by the Postal Regulatory Commission. If approved, one set of new rates will take effect on Sunday, July 13, 2025.
The proposed rate adjustments include the following:
Pending a decision by the PRC on the prior proposal to eliminate Bound Printed Matter and expand Marketing Mail maximum flat weights up to 20 oz., USPS filed two sets of rates. Only one of these will be approved by the PRC and take effect in July, either with BPM still in place or eliminated. Venture Solutions will monitor the PRC review process and share the final rates once they are approved.
In the meantime, there are still promotions that can be taken advantage of through 2025 to lower postage costs and offset these upcoming increases.
The current proposed 2026 promotional discounts maintain the new structure introduced in 2025, with 5 standalone promotions and two add-ons: Informed Delivery and Sustainability. However, USPS will be replacing Replay Mail IMbA™ with the new Catalog Insights promotion, which offers a 10% discount on qualifying catalogs. The other four standalone discounts will be updated to a standard 5% discount. Additionally, the USPS has also confirmed that the Mail Growth Incentive, both the First-Class and Marketing Mail programs, are here to stay. These incentive programs offer an excellent opportunity to offset the costs of increased mail volumes by applying credit to mail pieces in excess of your 2025 CY volume. There is an new change to the Mail Growth Incentives, which is that mailers’ baseline period is now based on calendar year, rather than fiscal year.
