The USPS has announced a new program that will encourage mail owners to expand their First-Class and Marketing Mail volumes in calendar year 2024.
The new "Marketing Mail and First-Class Mail Growth Incentives" USPS program is now open for registration, so Venture Solutions has broken down the basics of what this program is and how it can help companies take advantage of significant savings on their mail programs.
What Is the Mail Growth Incentive Program?
The USPS will be issuing postage credits to mailers whose qualifying First-Class Mail or Marketing Mail volumes in calendar year 2024 grow compared to fiscal year 2023 (October 1–September 30). Mail owners with fewer than one million pieces in FY 2023 who increase their volume above the one million pieces mark will be eligible for up to 30% postage credits on their increased 2024 volumes above the 2023 baseline.
There are two incentives included in this program, which will run concurrently throughout calendar year 2024: the First-Class Mail Growth Incentive and the Marketing Mail Growth Incentive. The volumes for these two incentives cannot be combined, meaning mail owners who register for both incentives must mail over one million pieces each of First-Class and Marketing Mail in CY 2024.
What Mail Is Eligible?
The First-Class Mail Growth Incentive can be applied to commercial First-Class Mail letters, flats, and cards—excluding parcels and single-piece First-Class Mail. The Marketing Mail Growth Incentive can be applied to Marketing Mail letters, flats, and parcels, including saturation, high density, and carrier route mail.
In order to claim the growth incentive credits for qualifying mail, you will need to register now following the USPS’s process and then mail at least one million qualifying pieces in CY 2024.
Are Promotional Mailings Included?
Yes, mail owners can receive postage credits for the growth incentives while also enrolled in one of the other USPS Mailing Promotions, such as Personalized color Transpromo, Reply Mail IMbA, etc. The postage credits earned from the growth incentives will be applied after the final calculations of all other promotional discounts.
How Do You Register?
Registration is now open through the Business Customer Gateway (BCG) and will remain open through June 2024. Mail owners will need to register separately for the First-Class Mail and Marketing Mail growth incentives if they plan to participate in both.
During registration, the USPS will establish your FY 2023 baseline volumes, which you will need to confirm agreement with along with the other participation conditions.
How Do You Receive the Postage Credits?
Once registered, mail owners do not need to take any additional steps to receive their incentive credits. Postage credit redemption instructions will be provided to your mail service provider(s) in intervals of six, nine, and twelve months from the start of CY 2024. The credits can be applied to future mailing postage statements until December 31, 2025.
